The meeting at the Permanent Joint Headquarters in northwest London is intended to advance operational planning for reopening the strategic waterway when conditions permit, following what officials described as progress at international discussions held in Paris last week.

“The task today and tomorrow is to translate diplomatic consensus into a joint plan to safeguard freedom of navigation in the Strait and support a lasting ceasefire,” Defense Minister John Healey said in a statement.

The London conference follows talks co-chaired in Paris by British Prime Minister Keir Starmer and French President Emmanuel Macron that brought together representatives from more than 40 countries to address security in the strait, a critical global shipping route.

British and French officials have emphasized that the proposed multinational force would be defensive in nature and deployed only after a durable peace agreement is reached in the region.The United States and Iran, the principal parties to the ongoing conflict, did not participate in the Paris discussions.

A two-week ceasefire between the two countries was due to expire at midnight GMT on Tuesday, but US President Donald Trump said shortly before the deadline that it would be extended to allow further negotiations.

Aoun struck a defiant tone, condemning Hezbollah’s rocket attacks into northern Israel that triggered the latest conflict, while also criticizing Iran for backing and arming the group. He described both as violations of Lebanese sovereignty and reiterated his commitment to disarm non-state actors operating within the country.

“There will be no concessions to any principle, no infringement of the sovereignty of this country,” Aoun said, adding that Lebanon would base its decisions on national consensus rather than external influence.

The president also responded directly to Hezbollah’s criticism of Beirut’s decision to engage in direct talks with Israel, rejecting claims that Lebanon lacked leverage and asserting the government’s authority to pursue its own diplomatic path.

At the same time, Aoun called on Israel to halt attacks, withdraw its forces, release detainees and facilitate the return of displaced civilians. The 10-day ceasefire, brokered by the United States, has largely held after more than a month of hostilities, though Hezbollah is not formally part of the agreement.

Benjamin Netanyahu said Israel’s campaign against Hezbollah was not yet complete, while the group indicated its response would depend on developments on the ground, underscoring the fragility of the truce.

The conflict displaced more than one million people across Lebanon, with thousands of families now beginning to return to their homes as conditions stabilize. Roads leading to southern regions have been congested with vehicles carrying belongings salvaged during the fighting.

Aoun framed the moment as a turning point for Lebanon, emphasizing the need to rebuild and avoid further escalation after a conflict that has strained the country’s political and social fabric.

Speaking at a diplomatic forum in Antalya, Sharaa said Damascus was seeking either to revive the framework of the 1974 disengagement agreement or to establish a new arrangement guaranteeing security for both sides. He added that progress on such terms could open the door to extended negotiations on the broader Golan issue.

The remarks come after Israeli forces entered a United Nations-patrolled buffer zone separating Israeli and Syrian positions on the Golan Heights following the ouster of former Syrian leader in December 2024.

Sharaa accused Israel of violating the 1974 disengagement accord and said Syria was working toward a security agreement that would ensure Israeli withdrawal to positions held under that arrangement. He reiterated that any future negotiations would depend on restoring those lines.

Israel captured most of the Golan Heights from Syria during the and later annexed the territory, a move not recognised by most of the international community.

Earlier this year, Syrian Foreign Minister said ongoing discussions with Israel were focused on recently occupied areas and did not extend to the broader territorial dispute over the Golan Heights.

The announcement came a day after talks in Pakistan ended without agreement, underscoring persistent divisions over terms to end a conflict launched on Feb. 28 by the United States and Israel. The blockade is aimed at pressuring Iran to reopen the Strait of Hormuz and accept a broader settlement addressing its nuclear and missile programs, as well as its regional activities.

Trump indicated that diplomatic channels remain open, saying Iran had reached out to explore a possible resolution. “We’ve been called by the right people and they want to work a deal,” he told reporters outside the White House.

Iran signaled conditional openness to negotiations. Judiciary chief Gholam Hossein Mohseni Ejei said discussions must proceed on the basis of “principles and logic,” while other officials warned that Tehran would respond if the situation escalates.

The blockade drew sharp reactions from Iran, which threatened countermeasures targeting ports across the Arabian Gulf and Gulf of Oman, raising the risk that the two-week ceasefire declared earlier could collapse before its April 22 expiry.

At the core of the dispute remain differences over Iran’s nuclear program and control of the Strait of Hormuz, a critical global energy corridor through which roughly one-fifth of the world’s oil supply typically passes. Its closure has already disrupted markets and driven up oil prices.

Tehran has long denied such intentions while defending its right to civilian nuclear development, including uranium enrichment.

Iran’s negotiating position, articulated by Parliament Speaker Mohammad Bagher Qalibaf, emphasized sovereignty over the strait, an end to hostilities, and compensation for wartime damage.

Iranian officials also dismissed the blockade as exaggerated, with parliamentary spokesperson Ebrahim Rezaei describing it as “more bluffing than reality.”
Pakistan has indicated it may facilitate further dialogue, with Foreign Minister Ishaq Dar expressing willingness to host another round of talks, though no timeline has been confirmed.

Both sides have maintained firm public positions, with Trump warning that any Iranian attempt to challenge the blockade would be met with force, while Iranian foreign ministry spokesperson Esmaeil Baqaei said the measure risked further destabilizing the global economy.

Two Hamas officials said the delegation would press for an end to what it described as Israeli breaches and call for implementation of remaining provisions of the first phase of the agreement, which took effect in October and largely halted a two-year conflict in the enclave.

The group is expected to demand that Israel dismantle its military positions in Gaza, fully reopen border crossings, increase the movement of people, and allow greater volumes of humanitarian aid into the territory.

Hamas will also raise proposals for a U.S.-backed administrative body of Palestinian technocrats to assume governance responsibilities in Gaza, according to officials familiar with the discussions.

“We would have always been there for them but now I guess we don’t have to be,” Trump said, framing the issue as one of burden-sharing within the alliance.

However, China declined the possibility of a meeting between Takaichi and Premier Li Qiang during the recent G20 summit.

Analysts believe this signals a difficult period ahead for Japan-China relations under Takaichi’s leadership.

Some Japanese officials also remain cautious about Trump’s long-term stance on Taiwan.

Analysts note that the U.S. administration could prioritise trade negotiations with China in ways that may affect regional security calculations.

A senior professor of U.S. politics in Japan wrote that understanding these risks is essential for shaping Japan’s approach to China.

Tokyo’s foreign minister stated that the government is not worried about Trump’s silence, noting the U.S. does not comment on every issue publicly.
